Senior Manager, Administration & Resource ManagementThe Senior
Manager of Administration & Resource Management will oversee
administrative functions within the department of Transportation,
including personnel administration teams for Rail and Bus
Transportation. This role will be responsible for a holistic
approach to managing the department's 4000+ positions and a
strategic approach to employee development and succession planning,
in partnership with Performance and Learning. The Senior Manager of
Administration & Resource Management will also mentor
administrative support team members and develop administrative
processes and templates to support consistent high quality work
products.The ideal candidate demonstrates exemplary written
communication skills, proven ability to represent processes
graphically and via written instructions; and human resources
experience, including workforce planning and recruiting. Strong
organizational skills and ability to develop systems to foster
cohesiveness within a large team in a fast-paced work environment
are paramount.MINIMUM QUALIFICATIONSEducation
- Bachelor's degree in business, Public Administration, Project
Management, Information Systems, management or a related
fieldExperience
- A minimum of eight (8) years of progressively responsible
experience in the development, management and administration of
large teams, offices or departments to include some supervisory
management experience.Certification/Licensure
- N/APreferred
- Experience with managing budgets, financial analysis and
forecasting
- Experience in matrix organization or supporting role (indirect
authority)
- Experience in transit or public-sector administration
- Master's in Business Administration
- Masters or Certifications in Financial Management, Human
Resources Management, Project Management or related fields
- Experience with International Organization for Standards - ISO
9001:2015SUMMARYThe Senior Manager Administration and Resource
Management is responsible for providing vision and leadership in
all aspects of business operations and administration in support of
the Department to which it is assigned. Responsibilities include
but are not limited to: developing strategy to support and manage
the department in the areas of Human Resources, departmental
operational budget, fleet and inventory management, departmental
Continuity of Operations Planning (COOP), communications
management, oversight of facility and space planning, safety
program compliance oversight and reporting support to assure
compliance with all applicable policies and regulations. The
incumbent will work closely and interface with Departmental
leadership and key internal and external stakeholders.ESSENTIAL
FUNCTIONS
- Directs efforts for the Department in partnership and
coordination with Human Resources and Labor Relations, specifically
in the areas of workforce planning, all stages of employee
recruiting and talent management, policy development, PeopleSoft
management, and adaptation of staff to new timekeeping software and
procedures as may be implemented by the Authority. Liaison for
Labor Union Management, Performance Evaluations and Plan management
and administration, Organizational Design and Management and
training and Professional Development Management, oversight and
supports the process of disciplinary and termination actions in
accordance with WMATA policies and procedures, as well as Federal
regulations.
- Performs liaison duties with Labor and union stewards ' Local 2
on issues such as grievances, terminations, and reduction in
force.
- Oversees operational financial and procurement processes. This
activity includes maintaining inventory of Personal Protective
Equipment (PPE), IT, Office Supplies and supporting the department
with ad hoc purchases and requests. i.e., OSHA required training,
safety equipment, project office needs etc.
- Directs the department's Non-Revenue Vehicle Management program
which includes the management of vehicle procurement and
administration, tracking of routine preventive maintenance, vehicle
utilization reporting, and other related duties as outlined in
established policy instructions and procedures.
- Establishes and oversees Facilities services for the
department, in collaboration with the Office of Infrastructure
Facilities and Project delivery teams and is a liaison to LAND
initiative for office relocation, IT infrastructure coordination,
and space allocation for departmental staff.
- Plans, directs, coordinates and evaluates the preparation of
the status reports on WMATA mandated trainings, quality assessments
and related audit review items such as, Continuity of Operation
Plans (COOP) and Human Resource activities.
- Participates in the specific strategic and financial planning
for Operational expenditures, acquisition planning for internal
operations, contract administration, close-out and evaluation.
- Liaison for document records retention policies and supports
procurement of scanning and shredding services as needed to ensure
that departmental documentation and records are stored and archived
in accordance with WMATA standards and procedures.
- Coaches, manages, mentors and provides developmental
opportunities and job assignments to enhance employee performance
and expand employee capabilities. Forecasts resource needs and
makes hiring decisions. Provides on-going developmental feedback.
Enforces Authority-wide rules and policies regarding ethical
behavior, safety, security, use of company property, time keeping,
etc.
- Facilitates the collection, analysis, documentation, and
preparation of internal reports and dash boards related to key
performance indicator metrics across departmental programs to
evaluate how effectively teams are meeting strategic goals,
business plan objectives and/or mitigating risks to ensure
continuous improvement.OTHER FUNCTIONS
- Collaborates with other departments in the execution of
organization-wide initiatives, such as Operational Strategic
Planning, mandatory training, inventory assessment, HR policy
enforcements, etc.The functions listed are not intended to limit
